Bert A. Gallegos, has been ousted by President Ford as director of the Community Service Administration, the much-investigated surviving unit of the antipoverty programs of the 1960s administrative and congressional sources said in Washington Wednesday. Gallegos and his top aides have been under criticism for almost two years.
