Interior Minister Antonio Francese, Monday, outlines proposals for the suspension of individual liberties to help the government of President Pacheco Areco to deal with the Tupamaros urban guerrillas. He made the proposal before the Permanent Commission of the Uruguayan Congress in Montevideo. The measure was the latest in a series proposed by the government to deal with the guerrillas who Friday kidnapped British Ambassador Geoffrey Jackson. At left is Interior Undersecretary Carlos Piran.
