Argentina's President Arturo Fondizi, right, wears a big smile as he talks with Rear Admiral (Ret) Gaston C. Clement after ceremonies in Buenos Aires today in which Clement took oath of office as secretary of the navy. Clement succeeds Vice Admiral Adolfo Estevez, who had been navy secretary from start of Frondizi's term in May, 1958. Estevaz resigned Friday when Argentina naval officers refused to act on his orders.
