Henry H. Fowler, picked by President Johnson to be Secretary of the Treasury chats today with Chairman Harry F. Byrd of the Senate Finance Committee. After a closed door session of more than an hour, the committee approved Fowler's nomination by a 16-0 vote. Fowler who will succeed Douglas Dillon in top treasury post and Byrd are both Virginians.
