Peronist leader Andres Framini, who became governor-elect of Buenos Aires province in upset victory in Sunday Argentina elections waves a finger as he held a press conference in the Argintine capital today. Framini could lose his elected office, the next most powerful after his presidency in the the country, as a result of action by President Frondizi to bar Peronists from offices to which they were elected.
