Fox and two of his followers, Mrs. Margarita Smith, left, and Mrs. Olga Davila, make preparations for a "Balloon Festival" in New York's Central Park as part of his "Summer in the City" program. Msgr. Fox started the "Summer in the City" program in 1964 to help the African American and Spanish-speaking residents of East Harlem to discover for themselves what they could do to improve their environment
