President Jose Figueres of Costa Rica addresses a meeting of civic leaders in the capital city of San Jose as his country battles rebel forces which Costa Rican authorities termed "mercenaries" and exiles trained in neighboring Nicaragua. Seated at the table are Alfredo Bolio, left, Minister of Interior and Vice President Raul Blanco Contreras. A five-nation commission from the Organization of American States (OAS) arrived in San Jose today to investigate spreading warfare in Costa Rica.
