University of California physicists, Dr. Stanley C. Freden, left, and R. Stephen White, posed with microscope yesterday after reporting they have determined that cosmic rays from outer space produce the high-energy protons in the vast radiation belt encircling the earth. They said, too, they have measured the intensity of the radiation. They said they solved some of the mysteries of the so-called Van Allen belt with the aid of an Air Force Thor-Able rocket.
