Miami Police Chief, Bernard Garmire, chats with K-9 patrolman Robert Akar, right, as his attack dog "Caesar" begins to show his teeth in the foreground. Shown in the background is a patrol car with a shotgun mounted in the trunk. Garmire announced today a "get-tough" policy which includes putting the attack dogs on full-time duty with men on patrol. The action was prompted by a recent rise in the crime rate and a shooting of a policeman earlier in the week.
