Buford Ellington, former Tennessee governor, grins broadly as his gold-plated telephone rings with congratulations over his pending appointment as director of the Office of Emergency Planning. He says he will take the job for the next four years, leaving Tennessee politics behind for the period. Southern Bell presented him the phone in 1958, when it installed Tennessee's millionth telephone.
