Marcus Foster, a product of the Philadelphia ghetto who became a successful teacher, principal and administrator in its black neighborhoods was recently appointed superintendent of the 65,000-pupil system in Oakland, California. His appointment ran into sharp criticism in Oakland from Militant blacks.
