U.S. District Court Judge W. Arthur Garrity, Jr., ruled Friday that the Boston public school system was "unconstitutionally segregated" and ordered an integration plan that would include some busing to be implemented this fall. Boston school committee chairman John Kerrigan said the ruling would 'positively' be appealed.
