Presidential counselors Robert Finch, right, and Donald Rumsfield discuss efforts to prevent drug use by U.S. Military forces in Europe today at the White House. Just back from a mission to Europe and Africa, they said the efforts "appear not to be altogether effective." Military authorities, they added, are focusing on heroin addiction in anti-drug "lectures" whereas the major problem among the troops is marijuana.
