Francisco Franco, the general who has ruled Spain under a dictatorship for 27 years, speaks to the Cortes (parliament) in Madrid today, offering a new organic law opening the way to establishment of a democratic monarchy after he steps down. The Cortes approved the projected laws unanimously. Franco, 74 on December 4, proposed regulations for election of a King or a regent if no qualified "royal person" is available, and for greater religious freedom.
