Mark Fein, right, a New York Park Avenue businessman, stands next to Detective Irving Gilmore who arrested him. Fein was arraigned yesterday on a homicide charge in the death of Reuben Markowitz, an alleged bookie, whose body with four bullet wounds was found in the Harlem River last November 6. Police said that Fein owed Markowitz $25,000 on a bet he lost on the 1963 World's Series. Gloria Kendal, 34, told police she was Fein's girl friend and had helped dump a trunk containing Markowitz's body into the river. Fein pleaded innocent at his arraignment on homicide charges.
