Daniel Ellsberg is introduced at a Miami Beach news conference Tuesday by Rep. Paul N. McCloskey of California during which Ellsberg said President Nixon had a plan to end the Vietnam War four years ago. Ellsberg, who was accused of releasing the Pentagon Papers, said Nixon's plan involved using frogmen in Haiphong Harbor and Marines in Laos to show the North Vietnamese he would escalate the war if necessary.
