William W. Farris, 50, a Memphis lawyer, qualified Friday for the Democratic nomination for Governor. The Shelby County Court member, however, said he was not making a formal declaration of his candidacy. He said he would clarify his plans within the next 10 days, the period in which a candidate who has filed can withdraw.
