Vice President Walter Mondale, using the historic Place d'Armes as a backdrop, Tuesday praised the city's vitality and urged a greater cooperation among federal, state and local governments to rescue decaying urban areas. Talking with reporters in a brief news conference beneath the mounted statue of General Andrew Jackson, the vice president called the rejuvenated French Quarter "a symbol of what can be done to save the heritage of our nation, instead of letting the inner cities rot."
