Bill Moyers Journal--Bill Moyers, series host and executive editor, returns to public television I February with 26 new programs--conversations, filmed reports and documentaries. The "Journal," which returns after a two-year hiatus, will continue featuring the "Conversations of democracy" on the air. Thirteen half hour and thirteen hour-long programs are planned. *(Please consult your local PBS stations for exact date and time.) Begins February 5, at 7 p.m. on WYES
