President and Mrs. Nixon are joined Tuesday on the White House balcony by Irish Prime Minister and Mrs. John M. Lynch. The visitors from Eire had arrived shortly before and were greeted in welcoming ceremonies on the south lawn. The Lynches will observe St. Patrick's Day Wednesday in the United States capital.
