Young Louisiana youth, Paul Halpin, 19, of Port Allen, Louisiana, accepts $600 educational scholarship certificate from Ben H. Warren, group vice president, International Harvester Company, at 48th National 4-H Congress in Chicago. Halphen was one of six national winners in the 4-H Agricultural Awards Program sponsored by International Harvester.
