The Reverend Robert Shirley holds a report on juvenile delinquency, while he hopes to combat though Boys' Clubs. - Thoughts like these spring to the lips of the Reverend Robert A. Shirley, Protestant chaplain to the police and fire departments as he discussed his hopes for reducing juvenile delinquency. Tuesday the minister and friends and co-workers will meet at the Second Methodist Church, of which he is pastor, to work out plans for a "pilot project" for establishment of a Boys' Club here.
