Shirley, Protestant chaplain to the police and fire departments as he discussed his hopes for reducing juvenile delinquency. Tuesday the minister and friends and co-workers will meet at the Second Methodist Church, of which he is pastor, to work out plans for a "pilot project" for establishment of a Boys' Club here.
