Norwegian consul Harald Werner, planning to retire at the end of this month after 40 years of consular service here, said Tuesday he plans to supervise construction of a $300,000 seaman's chapel and recreation complex. Werner, who arrived here in 1927 and initiated a choir at the Norwegian Seamen's Church, said his consuming interest will continued in church work.
