Today's policeman is no longer a "flatfoot" or a "cop"--he is a professional, William W. Shaw, director of the city department of civil service, said Saturday. He talked at graduation exercises for Cadet Class No. 20 of the New Orleans police department academy at City Hall. Superintendent Joseph I. Giarrusso (left) presents special awards at Saturday's graduation exercises for Cadet Class No. 20 of the New Orleans police department. From left are Charles W. Manasco, scholarship winner; Frank D. Wilson, precision shooting champion; Edward J. Schaeffer, quick draw award, and Sgt. Armel C. Echelard, who received a medal of merit for capturing a kidnap suspect after being shot by the suspect. The ceremonies took place Saturday at City Hall.
