There are going to be a lot of bristling debates in American cities in coming years over where proposed expressways should be built, a nationally renowned traffic expert said here today. Carlton Robinson, director of the traffic engineering division of the Automotive Safety Foundation in Washington, D.C., said there just isn't any way to avoid fierce confrontations such as the dispute over the Riverfront Expressway in New Orleans.
