A dozen state officials were huddled behind the State Office Building today deliberately polluting the air. Black smoke and soot chugged out the top of a shiny blue 14-foot-high smoke stack and drifted north toward sunny Duncan Plaza. Pollution on purpose in New Orleans. Specially manufactured industrial smoke wafts toward downtown buildings today as members of the Louisiana Air Control Commission watch. The unusual test was part of a training course to teach air control staffers to detect pollution level violations.
