A team of 10 top building experts left here for Cleveland, the next stop on their jaunt thoroughfare in United States. During an all-day tour of New Orleans housing subdivisions and rehabilitation projects yesterday the Russians retained their non-committal attitude. A.V. Vlasov and N.P.
