Strong laws to put an end to eavesdropping by government agents, particularly those of the Internal Revenue Service, were advocated Friday by a speaker at the 25th annual convention of the Louisiana State Bar Association. Richard Z. Steinhaus, New York, chairman of a subcommittee on attorney-client privilege of the American Bar Association, said the IRS conducts two schools at its national headquarters where agents have been taught to wiretap, build transmitters and pick locks.
