The New Orleans drainage system is scheduled to get a thorough going over today by Russia's chief sewer and drainage engineer. He is P.A. Spyshnov. He carries the lengthy title of "chief of the division of sanitary technical construction of the state committee of construction of the council of ministers." Spyshnov, is one of 10 Russian building experts touring the United States as guests of the National Association of Home Builders.
