Signing contracts Tuesday to begin a federally-funded pilot project which will be undertaken here in hopes it may lead to a diminishing of the nation's transportation problems are Charles Swerdlow (left), contracting officer of the U.S. Department of Transportation, and Thomas J. Lupo, chairman of the Regional Planning Commission. The ceremonies, attended by other Transportation Department officials as well, took place in Lupo's office in the Masonic Temple Building.
