Judge Garwood discussed the election system change at a banquet Monday night at the Roosevelt hotel following the opening session of the annual joint meeting of the Louisiana Judiciary and the judiciary council of the supreme court of Louisiana. Judge Stephens served as master of ceremonies at the dinner.
