The decay of Latin American cities must be halted before that part of the world can make big gains in economic and social progress, Dr. Galo Plaza, secretary general of the Organization of American States, said here Monday. In the first large scale luncheon at The Rivergate, Plaza urged members of the Inter-American Municipal Organization "to weave urban strategy into the fabric of the Alliance of Progress."
