A decision in New Orleans Public Service Inc.'s (NOPSI) rate of return on investment in recent years has primarily been attributable to looses in its transit operations, Lionel J. Cucullu, NOPSI President, told the City Council Tuesday during its hearing on the company's petition for a five-cent increase in transit fares.
