When public bodies, such as the State Highway Department of Public Works Department, undertake construction projects on their own, there is a possibility that the taxpayers may come out losers. This was the opinion of John Morrison, New Roads, president of the Louisiana Councils of Associated General Contractors of America, who will preside at the group's 15th annual convention Friday and Saturday at the Monteleone Hotel.
