A major obstacle to psychiatric service for New Orleans lies "in the poor physical facilities at Charity Hospital," according to the retiring president of the board of directors of the Mental Hygiene Institute of the City of New Orleans. Dr. Robert H. Heath, chairman of Tulane University School of Medicine's department of psychiatry and neurology, made the statement i his report to the annual meeting of the institute board.
