Unlicensed seamen, now hear this. If you have two years of watch-standing time in, you may qualify for a new upgrading program leading to a third mate's license. The executive committee of the International Organization of Masters, Mates and Pilots, AFL-CIO, announced here today that final preparations have been made for the first class of 50 deck officer candidates in a three-month training program with the Texas Maritime Academy of Texas A&M University.
