The New Orleans area office of the Department of Housing and urban Development was the scene for the signing of a $4 million construction loan for a 231-unit addition to Wesbak Apartments on the West Bank. Involved in the transaction were, right to left, seated, Thomas J. Armstrong, are director of HUB; Charles Kornman, developer; Odom Heebe, attorney; standing, right to left, Joseph Lier, senior vice-president First National Bank of Commerce; Lowery Smith, vice-president, Standard Mortgage Corporation, and Charles Colbert, the architect.
