T. Hartley Kingsmill Jr. was sworn in as a member of the New Orleans Civil Service Commission at a commission meeting in City Hall Thursday. Appointed for this six-year term by the City Council, he replaces Mark W. Malloy. Other members of the group are its chairman, William M. Barnett, and Norman Francis.
