"A great deal more needs to be done" before the nation's railroads can fulfill the transportation functions of which they are capable according to John W. Ingram, administrator of the Federal Railroad Administration (FRA). He told the 36th annual meeting of the National Association of Shippers Advisory Boards at the Monteleone Hotel that shippers could contribute to the progress, while some advances could also be made in Washington.
