Samuel C. Jackson. Matching-fund provisions of federal grants are a major reason why cities are in a financial crisis today, Samuel C. Jackson, assistant secretary of the Department of Housing and Urban Development, said here today. Expressing optimism that Congress will approve the new funding concept, Jackson said revenue sharing is designed largely to relieve the cities of the burden of having to put up matching funds on federal grants.
