A car-stealing fugitive with a broken jaw today had made good his second escape-temporarily at least-from Jefferson Parish authorities. In his wake he left three injured victims, a wrecked convertible, an abandoned sedan, and one of the most fantastic escape records in local police books. The fugitive is Thomas C. Richards, 26, soft-spoken Texan who first ran afoul the Jefferson Parish authorities when he played "the good Samaritan" Sunday night at West End. Richards intervened in an argument between a married couple and had his jaw broken in a resulting fracas by Deputy Sheriff John W. Victory. Edwin Dillenkoffer and James Gremillion
