A scheduled appearance today by Mayor Victor H. Schiro in the hearing on the activities of Captain William L. Heuer, ousted president of the Crescent River Port Pilots Association, has been delayed. Civil District Judge Oliver P. Carriere is studying the mayor's request that he be allowed to give a deposition and not appear in person. The judge said Schiro would not have to appear today in any event
