British Ambassador Sir Oliver Franks and Lady Franks, center, were welcomed last night at a dinner in their honor given by the Society of Colonial Wars in Louisiana. With them are Richard Foster, left, and Captain Edgar duMont, governor general of the society. The dinner was held at the Army and Navy Club. British Ambassador Gets 'Sent' By Celestine's Jazz. A British ambassador got "sent" by Papa Celestin's razzmatazz jazz band last night and joined a snake dance to the brassy notes of "When the Saints Go Marching In." The ambassador - Sir Oliver Franks, a one-time college professor - joined in good-naturedly at a dinner in his honor in a New Orleans tradition.
