Emergency Flood Control Situations are examined on a plotting map at the U.S. Army Engineer District, New Orleans, by Otis Jernigan, left, chief, operations division; and Colonel Edward B. Jennings, district engineer, director of the district operations. Engineers, 'Flood Stage' Rivers in Mock Battle. A mock battle between the three main Louisiana rivers and the U.S. Army Corps of Engineers was held today when the rivers were declared to be at "flood stage." Local headquarters for the operations was the U.S. Army Engineer Districtionstation, Prytania and the Mississippi river.
