Teddy Gabb Jr. Opposes carfare hike A decline in New Orleans Public Service Incorporated's rate of return on investment in recent years has primarily been attributed to losses in its transit operations, Lionel J. Cucullu, NOPSI president, told the City Council Tuesday during its hearing on the company's petition for a five-cent increase in transit fares. These losses in 1968 amounted $7,788,000 before provision for return on investment in transit facilities, he said.
