Dr. Charles Frankel, (left), assistant secretary of state for educational and cultural affairs, is presented with a plaque by Paul Fabry, managing director of International House, for his work in promoting international understanding. Fabry made the presentation Friday at the Fontainebleau Motor Hotel on behalf of International House.
