James H. De Weese, right, Troy, Ohio, prosecuting attorney, welcomes Honolulu District Attorney John Peters to the midwinter conference of the National District Attorneys' Association meeting in the Roosevelt hotel. De Weese is the president of the association and Peters traveled the longest distance to be here. The law-breaking juvenile and the transient, the latter often a jobless bread-winner who turns to burglary, were described today as being the nation's most serious crime problems. District attorneys in the largest U.S. port-cities and small college towns made that accusation as some 400 prosecutors convened in the Roosevelt hotel for the mid-winter conference of the National District Attorneys Association.
