A bronze plaque expressing the thanks of the community for his 25 years of service to law enforcement was presented to Captain Vincent H. Ebeier Jr., head of state police in the New Orleans area as commander of Troop B, at a testimonial dinner Monday at the Hilton Inn. From left are Jack P.F.
