Cowen, former United States ambassador to the Philippines, Belgium and Australia, will speak at a forum meeting to be held at 8 p.m. Thursday in the Orleans Club under the sponsorship of the Foreign Policy Association of New Orleans and International House. Cowen will discuss "A Dynamic Approach to Our Foreign Policy" at the meeting, which is open to the public.
