Three-year-old Kathy Chandler holds her 5-week-old brother, Rickie, at a neighbor's home as the youngsters await placement in the Sophie Gumbel home. The children's mother, Mrs. Kathy Chandler, 1562 Camp, was arrested this morning by juvenile officers after she allegedly abandoned them last night.
